EGENCO Leads the Way as First State-Owned Enterprise to Fully Comply with MANePS

The Electricity Generation Company (EGENCO) has made history by becoming the first State-Owned Enterprise (SOE) in Malawi to fully comply with the newly introduced Malawi National Procurement System (MANePS), following its timely submission of the 2026–2027 Procurement Plan in line with the Public Procurement and Disposal of Assets Authority (PPDA) requirements.

This milestone underscores EGENCO’s strong commitment to transparency, accountability, and good governance in public procurement processes, in line with the Government of Malawi’s digital transformation agenda.

Speaking on the sidelines of the orientation meeting for Principal Secretaries, Chief Executive Officers, and Public Relations Officers, the PPDA Acting Director General Timothy Kalembo, commended EGENCO for setting an exemplary standard. He described the achievement as noteworthy and encouraging, saying it demonstrated that State-Owned Enterprises can successfully transition to and embrace modern, digital procurement systems.

The Acting Director General further urged controlling officers across Ministries, Departments, and Agencies (MDAs) to follow EGENCO’s example by complying with the MANePS requirements. He emphasized that successful implementation of the system calls for a fundamental shift in mindset, as institutions move away from traditional procurement methods toward a fully online, transparent, and efficient system that aligns with government policy direction.

“MANePS is not just a system; it represents a transformation in how public resources are managed. Compliance is critical to ensuring value for money, accountability, and public trust,” he said.

On her part, EGENCO Director of Corporate Services and Company Secretary, Videlia Mluwira, attributed the successful compliance to strong leadership commitment, teamwork, and strict adherence to procurement regulations. She highlighted that management’s unwavering support played a critical role in ensuring the organization met all the requirements within the stipulated timeframe.

“We are proud to be recognized as the first State-Owned Enterprise to fully comply with MANePS. This achievement reflects our institutional culture of compliance, collaboration, and continuous improvement,” said Mluwira. “Our team worked diligently to ensure that EGENCO aligns with national procurement reforms and supports the broader public sector modernization agenda.”

She added that EGENCO remains committed to upholding the highest standards of governance and accountability and will continue to support initiatives that enhance efficiency and transparency in public service delivery.

The introduction of MANePS marks a significant step in Malawi’s public procurement reform efforts, aimed at reducing inefficiencies, curbing corruption, and promoting fair competition. EGENCO’s early adoption and compliance now positions the company as a benchmark for other SOEs and government institutions as the system is rolled out nationwide.
